Principle of measuring speed:

For example of measuring the rpm of an electric fan, if the instrument's flash frequency is equal to the rpm of the electric fan, the place of the fan leaf must be same as its place at the last flash moment when the instrument flashes. Because of persistence vision, it seems that the fan leaf doesn't move. That means you will find the rotating object seems to be static and shows static image when the instrument's flash frequency is equal to the rpm of the object that is measured.
